Interesting title, hey?! "this proposal is 100% authentic."

Why would a scammer need to tell me that his email is authentic? Maybe because his email address looks weird...

So... a Steel Corporation which uses a BellSouth email account and asking me to answer to a Yahoo! email in Hong Kong. And it is authentic. Okay! I got it. It is an authentic scam. Did I win something there? 8-)
